Government and Military Flooring on Maui

Maui Prestige Flooring installs commercial flooring across Maui and welcomes bid invitations for federal, state and county buildings, typically as the flooring subcontractor to a prime contractor. Sixteen years and 1,700+ flooring jobs have taught us that on a public project, the paperwork is part of the floor.

Government work comes with rules most commercial jobs do not have: prevailing wage rates, weekly certified payroll, strict submittals and, on military sites, base access screening. This page explains what those requirements mean for a flooring scope and how we work with primes to meet them.

If you are a prime contractor, a contracting officer or a facility manager with a public building to refloor, send the bid package and we will tell you plainly what we can deliver.

Federal, State and County Flooring Projects

Government flooring projects cover any floor in a publicly owned or publicly funded building. That includes administrative offices, courthouses, clinics, fire and police stations, libraries, harbor and airport buildings, military facilities and public housing.

Most of this work reaches a flooring contractor through a prime. We work with general contractors and design-build teams holding the contract, and with agency facility managers on smaller repair and replacement orders.

Typical public-building flooring scopes include:

  • Carpet tile in offices, conference rooms and courtrooms
  • VCT and sheet vinyl in corridors, clinics and break rooms
  • Resinous coatings in vehicle bays, shops and mechanical rooms
  • Rubber stair treads, cove base and accessible transitions
  • Removal of old flooring, coordinated with any required abatement

Public buildings in Maui County stretch from Wailuku and Kahului to Hana, Lanai City and Kaunakakai. For outer-island and remote sites, we build barge freight, crew travel and material storage into the bid and the schedule, so the price holds and the start date is realistic from the first submission.

Occupied public buildings also bring security and continuity limits. Courts, clinics and dispatch centers often allow work only after hours, in escorted zones, or one wing at a time, and we sequence the flooring to match.

Davis-Bacon and Hawaii Prevailing Wage Compliance

Davis-Bacon and Hawaii’s own prevailing wage law both require contractors on public construction to pay set minimum wages and fringe benefits by trade. Which one applies depends on where the money comes from.

Factor Davis-Bacon Act (federal) Hawaii prevailing wage, HRS Chapter 104
Applies to Federally funded or assisted construction contracts over $2,000 State and county public works construction over $2,000
Wage rates Wage determination issued by the U.S. Department of Labor and included in the contract Wage rate schedule published by the Hawaii Department of Labor and Industrial Relations (DLIR)
Payroll reporting Weekly certified payroll, commonly on Form WH-347 Certified payroll submitted weekly to the contracting agency
Enforcement U.S. DOL Wage and Hour Division, through the contracting agency DLIR Wage Standards Division
Subcontractors Covered through flow-down clauses Covered on the job site

On a flooring scope, classification is where mistakes happen. Floor layers, carpet layers, tile setters and laborers each carry their own rate, and every hour must be paid at the rate for the work actually performed. Apprentices can be paid apprentice rates only when they are registered in an approved apprenticeship program.

We price public bids from the wage determination or wage schedule in the bid package, never from private-job labor rates. That way the number you receive already reflects the required wages and fringes, and nothing has to be renegotiated after award.

SAM.gov Registration and Certified Payroll

SAM.gov is the federal System for Award Management, where businesses register to bid on federal contracts and receive a Unique Entity ID (UEI). Primes must be registered to receive an award; subcontractors are often asked only for a UEI, though some contracts require more.

Requirements vary by agency and contract, so we confirm registration status and the documents a solicitation calls for before bid day rather than after award. Certified payroll is the other half of public-job compliance, and it runs every week the job is active.

What it includes

Each worker’s name, trade classification, daily and weekly hours, hourly rate, fringe benefits, deductions and net pay, with a signed statement of compliance.

When it is due

Weekly, for every week on site. Many agencies also want a report marked no work performed for weeks the crew is off the job.

How it flows

Subcontractor payrolls go to the prime, who checks them and forwards them to the contracting agency with the prime’s own reports.

Late or incomplete payrolls can hold up payment for the whole project, not just the flooring line. That is why we settle the format, the submission method and the due day with the prime at the preconstruction meeting.

Bidding a public project with a flooring scope?

Send the solicitation and wage determination, and we will price the floors to the rules in the package.

Older Public Buildings and Asbestos Flooring

Many older public buildings on Maui still have 9 x 9 inch vinyl asbestos tile or black cutback mastic under newer floors, which is common in buildings from before about 1980. Nothing gets ground, scraped or broken until a survey confirms what it is.

When a survey finds regulated asbestos, removal is done by a licensed C-19 asbestos contractor, and Hawaii Administrative Rules Chapter 11-501 requires written notice to the Hawaii Department of Health Indoor and Radiological Health Branch at least 10 working days before the work starts. We plan the flooring schedule around that notice period, the abatement and the clearance testing, then prep and install once the area is released.

Painted wood base in buildings older than 1978 may also contain lead paint, which changes how it can be removed. Our floor removal and disposal page covers testing and haul-away in more depth.

Submittals, Specifications and Closeout

Public projects follow the specification to the letter, and flooring lives in Division 09 of the CSI MasterFormat. Common sections include 09 65 00 resilient flooring, 09 68 00 carpeting, 09 30 00 tiling and 09 67 00 fluid-applied flooring, and military work follows the same numbering in the Unified Facilities Guide Specifications (UFGS).

Before ordering, we submit:

  • Product data sheets and safety data sheets for every product
  • Physical samples in the specified colors
  • Fire test data such as ASTM E648 ratings for corridor carpet
  • Moisture test results and the proposed mitigation, if any
  • Installation instructions and any proposed substitutions with backup

At closeout, the prime receives operation and maintenance manuals, manufacturer warranties, our 1-year labor warranty, as-installed product lists and labeled attic stock. Product details for the most common public-building floors are on our sheet vinyl and VCT installation, carpet tile installation and epoxy flooring and concrete coatings pages.

Public jobs in Wailuku and Kahului sit closest to our base, shown on the Kahului and Wailuku service area page, and our commercial flooring contractor overview lists every building type we floor.

FAQ

Government Flooring FAQ

Are you registered on SAM.gov?

Ask us when you send the solicitation, and we will confirm our current registration status and the documents we can provide for that contract. On most federal projects the prime holds the contract and the full SAM.gov registration, and a flooring subcontractor often needs only a Unique Entity ID for the prime's subcontract reporting.

If a contract requires full registration from subcontractors, we will tell you before bid day whether we can meet it.

Can you work as a subcontractor on prime contracts?

Yes. Working under a prime is how most flooring on public projects gets done, and it is how we prefer to take on government work. We accept the flow-down clauses, follow the prime's safety plan and submittal schedule, and coordinate access, inspections and closeout through the prime's superintendent.

Do you provide certified payroll?

Certified payroll is required every week on Davis-Bacon and HRS Chapter 104 projects, and a public job cannot close out without it. Send the contract's payroll terms with the bid package, and we will confirm how the weekly reports will be prepared and delivered to the prime before we price the job.
